If you can't reach an agreement with your neighbours, your best option may be to take your dispute to a Disputes Tribunal. It costs very little and there are no lawyers involved. Contact the local District Court for details.
The District Court itself provides another option, but it will be protracted and expensive.
You might also engage the services of a professional mediator. Check in the Yellow Pages under Dispute Resolution.
