Shares in a Land Locked Maori Trust

I shares in a Maori Trust whose land is land locked (ie only access is through other people's land - one other Maori Block and a farm in European title) but there is a paper road (which follows a stream, but access is not practicable as the stream has high banks).
What can you do you do to get access to your land?
who pays for paper roads maintenance ?

if five farmers use a paper road as a runoff. then one farmer at the end of the road sells to a lifesystyler and wants too do up the road (track) so they can drive and build a house out there get trademan concrete trucks etc
who pays for the road to be dun up ?

Hi David It's a bit complicated. The local council owns the paper road, but they are not required to maintain or upgrade it. They only have to ensure access is clear. Whoever wants to upgrade the road needs to discuss this with the council, because it's not their road to do as they please with. The council may be prepared to upgrade the road, or be willing to let the owner of the lifestyle block upgrade the road at their cost. If you have any more questions please get back to us.
