The country's telcos will soon blacklist all Samsung Note 7 phones in an attempt to make people bring them in.
New Zealand Telecommunications Forum chief executive Geoff Thorn said there were still hundreds of the recalled phones that hadn't been returned, despite the fire risk and telcos offering refunds.
From November 18, the phones won't work on any of New Zealand's mobile networks.
"Numerous attempts by all providers have been made to contact owners and ask them to bring the phones in for replacement or refund, this action should further aid the return of the remaining handsets," Mr Thorn said.
